The police in Norway are on the verge of declaring a state of emergency in Oslo, Norway after tens of thousands of unruly Justin Bieber fans overran the city — and now, they’re begging Justin for help, reports TMZ.com

Justin’s scheduled to perform 4 new songs tonight outside Oslo’s famed opera house as part of his “Around the World” TV special — and the crazed Bieber fans from all over Europe have descended on the city for the event.

The crowds have swelled to such overwhelming numbers, the police lost control — and are pleading with Justin to take the stage early … before all hell breaks loose.
Justin’s aware of the situation — he tweeted:
“…for the show to happen u must all listen to the police. we are all concerned for your safety and i want what is best for u. please listen.”

Justin was involved in a scuffle at the weekend during a trip to the cinema with girlfriend Selena Gomez, which resulted in the paparazzi ending up going to hospital and Justin wanted for questioning by the police. He left the scene before the authorities arrived.
According to TMZ police have decided to refer the case to prosecutors and Justin could face up to six months in jail.
Former New York prosecutor Raoul Fedler has told HollywoodLife that the only way Justin can avoid arrest is if his legal team can prove the incident never happened.
“Anytime the police say you need to come in for questioning they usually arrest you when you come in and then you get bailed out.
“They want to hear your side of the story. But very frequently, they arrest you right on the spot.
“He’ll show up with his lawyer when he’s back and they might arrest him. But it’s a misdemeanour, it’s not a felony. He is working with his legal team, publicist, personal manager and writing a lot of checks out right now.”
Raoul claims the best move for Justin could be to plead guilty even though his team claim the assault didn’t happen.
“He’ll most likely go before the judge and plead guilty because he doesn’t want a jury trial like a Lindsay Lohan situation. He’ll apologize and say he’s sorry and didn’t mean to hurt anyone. The judge will probably give him 30 days community service.”
Currently Justin is in Norway for a scheduled performance and will most likely turn himself into authorities on his return.

According to a legal expert Dana Cole, Justin could go to jail up to 1 year in a county jail.

Justin was in Calabasas, where he lives, on Sunday at a mall called The Commons. A paparazzi attempted to take Justin & Selena’s picture and, according to law enforcement, some sort of physical altercation erupted between Justin and the camera guy.
According to TMZ.com, the paparazzi called 911, and when cops arrived Justin and GF Selena Gomez had already split.
Paparazzi complained of pain to his upper torso, an ambulance was summoned and he was taken to a local hospital where he was examined and released a short time later. He filed a police report naming Justin as the culprit. Cops are investigating the incident as a misdemeanor battery.
UPDATE: Several witnesses at the scene say after the altercation, a lawyer walked up to the paparazzi and said he could get a lot of money out of the incident and advised the dude to call for an ambulance and file a police report.
Witnesses also say the paparazzi had been blocking Justin’s car as he was trying to leave. Justin got out of the car and asked the guy to move away but he wouldn’t, and a scuffle ensued.
